Fernando Morra

Fernando Martín Morra is an associate with IISD’s Economic Law and Policy Program, working on sovereign debt issues as part of the Tax and Sovereign Debt Sub-program.
Fernando is an economist with over a decade of experience in the public sector. Fernando has previously served as Vice-Minister of Economy of Argentina, Undersecretary of Macroeconomic Programming, and as a representative at the Central Bank. He specializes in macroeconomics, with a focus on monetary and financial policy. He oversaw technical discussions with the International Monetary Fund during the 2022 Extended Fund Facility program. His expertise extends to productive development policies, particularly in the agricultural sector, and he has consulted for various international organizations, including the Inter-American Development Bank and the Economic Commission for Latin America and the Caribbean.
Fernando holds a PhD in economics from the National University of La Plata and is an associate professor at the same institution, teaching courses on macroeconomics and public finance.
Fernando is based in Buenos Aires. He is fluent in Spanish and English.
